A proposal by Kuwaiti lawyer Areej Abdel Rahman Hamada has sparked significant controversy within Kuwaiti circles. The proposal suggests the enactment of a law that would regulate the private lives of members of the National Assembly and ministers. This law would prohibit them from traveling to countries deemed contrary to Kuwaiti customs, traditions, and Islamic law, based on the principle of “reciprocity.”
On a Wednesday ,Areej Abdel Rahman Hamada submitted her proposal to the National Assembly, specifically addressing the Ethics Committee. Her proposal entails severe penalties, including a prison term of up to 5 years and a fine of 20,000 Kuwaiti dinars, for violators.

Areej Hamada clarified that her intention behind this proposal was to convey a political message. By introducing a law that curtails the freedom of individuals who intrude into the personal lives of others, she aimed to make them experience similar discomfort. This move was a response to actions she deemed unconstitutional.
The proposed law, As put forth by Areej Hamada, recommends a travel ban on various officials, including the Speaker of the National Assembly, his deputy, all National Assembly members, their advisors, secretaries, their immediate families, ministers, their advisors, and their families. These individuals would be barred from traveling to countries with systems that don’t adhere to Islamic law, Kuwaiti customs, and traditions, for purposes like tourism, work, or study. Moreover, they would be prohibited from wearing attire that doesn’t align with Islamic law and Kuwaiti customs.
While the “Values Document” emerged prior to the National Assembly elections in 2022, its themes continue to influence the political agenda of certain representatives in Kuwait. Areej Hamada, self-described as “independent,” holds about 25 years of experience in various legal domains, including civil, commercial, administrative, and labor law, and operates her own law firm.
